      <title>Executive Director Sharon Gauthe presents to the Presidents National Commission on the BP Disaster</title>
      <description>&lt;h2&gt;July 10, 2010&lt;/h2&gt;&lt;p&gt;BISCO (Bayou Interfaith Shared Community Organizing) Director, &amp;#160;Sharon Gauthe has been chosen to be one of the presenters in the Community Impacts panel for the&amp;#160;National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling.&amp;#160;&lt;/p&gt;&lt;p&gt;This&amp;#160;Commission was&amp;#160;created by &lt;span id="lw_1280303644_55"&gt;President Barack Obama&lt;/span&gt;, and is composed of seven members. &lt;span id="lw_1280303644_56"&gt;The Commission&lt;/span&gt;&amp;#160;will be holding its first public meeting, &lt;span id="lw_1280303644_57"&gt;on Monday&lt;/span&gt; and Tuesday at the Hilton Riverside Hotel, &lt;span id="lw_1280303644_58"&gt;2 Poydras St., in New Orleans&lt;/span&gt;.&lt;/p&gt;&lt;p&gt;Members of the panel include Commission members Donald Boesch, president of the &lt;span id="lw_1280303644_59"&gt;University of Maryland Center for Environmental Science&lt;/span&gt;,&amp;#160;Frances Ulmer, chancellor of the &lt;span id="lw_1280303644_60"&gt;University of&lt;/span&gt; &lt;span id="lw_1280303644_60"&gt;Alaska Anchorage,&lt;/span&gt; &amp;#160;Frances Beinecke, president of the &lt;span id="lw_1280303644_61"&gt;Natural Resources Defense Council, Terry Garcia, an &lt;span id="lw_1280303644_62"&gt;executive vice president&lt;/span&gt; at the &lt;span id="lw_1280303644_63"&gt;National Geographic Society&lt;/span&gt;, Cherry Murray, dean of the &lt;span id="lw_1280303644_64"&gt;Harvard School of Engineering and Applied Sciences&lt;/span&gt; and U.S. Sens. &lt;span id="lw_1280303644_65"&gt;Bob Graham&lt;/span&gt; and William Reilly.&lt;/span&gt;&lt;/p&gt;&lt;p&gt;Mrs. Gauthe is honored to represent the communities of Lafourche, Terrebonneand Grand Isle and is anxious to put the issues experienced by the fishermen and businesses as well as non-profits on the table for the panel to have an understanding of the communities impacts from the ground level.&amp;#160; BISCO has held six community meetings in the three parishes and is also providing case management services for &lt;span id="lw_1280303644_66"&gt;Catholic Charities&lt;/span&gt; on Grand Isle.&lt;/p&gt;</description>

      <description>&lt;div&gt;&lt;h2&gt;July 24, 2010&lt;/h2&gt;&lt;/div&gt;&lt;h2&gt;Daring to Pose a Challenge to the Oil Culture&lt;/h2&gt;&lt;h6&gt;By &lt;a href="http://topics.nytimes.com/top/reference/timestopics/people/h/amy_harmon/index.html?inline=nyt-per" title="More Articles by Amy Harmon"&gt;AMY HARMON&lt;/a&gt; NY Times&lt;/h6&gt;&lt;div id="articleBody"&gt;&lt;p&gt;DULAC, La. &amp;#8212; In this region so threatened by the BP &lt;a href="http://topics.nytimes.com/top/reference/timestopics/subjects/o/oil_spills/gulf_of_mexico_2010/index.html?inline=nyt-classifier" title="More articles about oil spills."&gt;oil spill&lt;/a&gt;, it has often seemed to residents that&lt;/p&gt;&lt;p&gt;the only thing worse than losing tens of thousands of seafood industry jobs would be to lose&lt;/p&gt;&lt;p&gt;their other major job source: the oil industry.&lt;/p&gt;&lt;p&gt;Gov. &lt;a href="http://topics.nytimes.com/top/reference/timestopics/people/j/bobby_jindal/index.html?inline=nyt-per" title="More articles about Bobby Jindal."&gt;Bobby Jindal&lt;/a&gt;, a Republican, has called the Obama administration&amp;#8217;s moratorium on&lt;/p&gt;&lt;p&gt;&lt;a href="http://topics.nytimes.com/top/reference/timestopics/subjects/o/offshore_drilling_and_exploration/index.html?inline=nyt-classifier" title="More articles about offshore drilling and exploration."&gt;offshore drilling&lt;/a&gt; &amp;#8220;a second man-made disaster&amp;#8221;; fishermen mourn the destruction of their way of life and defend Big Oil in the same breath; environmentalists call for restoring the battered coastline, not changing the national energy policy.&lt;/p&gt;&lt;p&gt;So when Patty Whitney, a community organizer here in Terrebonne Parish, asked a question&lt;/p&gt;&lt;p&gt;at a recent conference about the state of the Louisiana coast, it was all she could do to keep her&lt;/p&gt;&lt;p&gt;voice from shaking.&amp;#8220;We are constantly told, &amp;#8216;You have to adapt to coastal land loss,&lt;/p&gt;&lt;p&gt;you have to adapt because of the oil leak, you have to adapt to the new situation,&amp;#8217;&amp;#160;&amp;#8221;&lt;/p&gt;&lt;p&gt;she said. &amp;#8220;When is our government going to adapt to new energy sources that aren&amp;#8217;t harmful to&lt;/p&gt;&lt;p&gt;our environment and the people who depend upon the environment?&amp;#8221;&lt;/p&gt;&lt;p&gt;On the stage, the panel of engineersand environmental policy makers looked at one another.&lt;/p&gt;&lt;p&gt;&amp;#8220;Who would like to take that question?&amp;#8221;the moderator asked.&lt;/p&gt;&lt;p&gt;The conference was financed by the state and by private donors&lt;/p&gt;&lt;p&gt;&amp;#8212; including the oil conglomerate ConocoPhillips, one of the region&amp;#8217;s biggest landowners.&lt;/p&gt;&lt;p&gt;&amp;#8220;You must be very brave,&amp;#8221; another attendee, a professor at a local university,&lt;/p&gt;&lt;p&gt;told Ms. Whitney during the break.&lt;/p&gt;&lt;p&gt;&amp;#8220;Or very dumb,&amp;#8221; she replied.&lt;/p&gt;&lt;p&gt;Born and raised in Houma, one of a family of 10, Ms. Whitney, 58, has long considered herself&lt;/p&gt;&lt;p&gt;a closet radical when it comes to oil.&lt;/p&gt;&lt;p&gt;Her mission at the grass-roots interfaith group BISCO is to help the disparate and largely&lt;/p&gt;&lt;p&gt;disenfranchised groups in this region &amp;#8212; African-Americans, Cajuns, American Indians &amp;#8212;&lt;/p&gt;&lt;p&gt;develop a political voice.&lt;/p&gt;&lt;p&gt;As such, she has tried to keep her own mostly to herself.&lt;/p&gt;&lt;p&gt;But that is not easy for a Southerner with a gift of gab, a self-taught historian and a mother of three&lt;/p&gt;&lt;p&gt;who takes umbrage at how the sugar companies,the fur companies and the oil companies&lt;/p&gt;&lt;p&gt;have each come to the region and extracted its bounty.&lt;/p&gt;&lt;p&gt;&amp;#8220;America needs oil, Patty,&amp;#8221; a brother who is an engineer for an oil company told her at a&lt;/p&gt;&lt;p&gt;recent family gathering.&lt;/p&gt;&lt;p&gt;&amp;#8220;Then let them drill,&amp;#8221; she retorted. &amp;#8220;Let them drill in Yellowstone Park, in the Grand Canyon,&lt;/p&gt;&lt;p&gt;in Puget Sound, off Martha&amp;#8217;s Vineyard. Let them mess up their own places instead of just drilling&lt;/p&gt;&lt;p&gt;in my beautiful Louisiana.&amp;#8221;&lt;/p&gt;&lt;p&gt;And the spill, whose scope is still unknown, has prompted snippets of surprising conversations&lt;/p&gt;&lt;p&gt;on the subject, even as the Senate on Thursday scrapped plans to take up a&lt;/p&gt;&lt;p&gt;major &lt;a href="http://topics.nytimes.com/top/news/science/topics/globalwarming/index.html?inline=nyt-classifier" title="Recent and archival news about global warming."&gt;climate change&lt;/a&gt; bill.&lt;/p&gt;&lt;p&gt;Someone in church heard Ms. Whitney talking about the benefits of&lt;/p&gt;&lt;p&gt;wind power the other week and signaled his agreement.&lt;/p&gt;&lt;p&gt;Same with a woman in one of her community organizing networks.&lt;/p&gt;&lt;p&gt;&amp;#8220;It&amp;#8217;s at the point where people would consider talking about it, where before it was close&lt;/p&gt;&lt;p&gt;to blasphemy,&amp;#8221; Ms. Whitney said. &amp;#8220;Me personally, I really and truly think the time is here,&lt;/p&gt;&lt;p&gt;that even though it&amp;#8217;s radical for this area, the idea of developing an alternative energy policy&lt;/p&gt;&lt;p&gt;has come.&amp;#8221;&lt;/p&gt;&lt;/div&gt;</description>

Now, some fear the oil slick that threatens to invade the bayou could be the final blow to their culture and traditions.&lt;/p&gt;&lt;p&gt;&amp;#8220;We still could make a living here,&amp;#8221; says tribal elder Antoine &amp;#8220;Whitney&amp;#8221; Dardar, 74. &amp;#8220;But now, with the oil coming, I don&amp;#8217;t know.&amp;#8221;&lt;/p&gt;&lt;p&gt;The tribe, which has about 17,000 members, has lived off the marsh for hundreds of years, and until recently many members made their living entirely off of marsh resources&amp;#8212;moving from one harvest to another, season by season.&lt;/p&gt;&lt;p&gt;&lt;img alt="Protecting marshes" src="http://msnbcmedia1.msn.com/i/MSNBC/Components/Photo/_new/100510-chaisson-fieldnotes.jpg" title="Protecting marshes" /&gt;&lt;br /&gt; Kari Huus / msnbc.com&lt;br /&gt;&lt;em&gt;Lifelong fisherman and trapper Aubrey Chaisson Jr., a Houma tribal member, had to pick up other work after his fishing boats were destroyed by Hurricane Katrina. He has watched the steady loss of marsh throughout his lifetime, and advised his own son to get out of the business.&lt;/em&gt;&lt;/p&gt;&lt;p&gt;&amp;#8220;In May there was shrimping, then we would start crabbing, we caught redfish in the summer, white shrimp in August, and then trapped nutria in the fall and sold the pelts,&amp;#8221; says Aubrey Chaisson Jr., who is in his 50s.&lt;/p&gt;&lt;p&gt;The Houma survived this way after the Louisiana Purchase of 1803, when the U.S. government took control of the region from the French. Unlike French and Spanish colonists before them, the Americans rejected the Houma property claims, says tribal historian Michael Dardar, who is the nephew of Antoine. The Houma were eventually forced out of their permanent villages to the north in Bayou Cane, and moved into this area deep in the marshes, where they traditionally had seasonal fishing villages.&lt;/p&gt;&lt;p&gt;&amp;#8220;They ignored us and hoped we would wither away,&amp;#8221; Dardar says.&amp;#160;&lt;/p&gt;&lt;p&gt;In the 1920s and 30s, after oil was discovered in the marsh area, the Houma suffered another land grab, according to Dardar.&lt;/p&gt;&lt;p&gt;&amp;#8220;The Houma were mostly illiterate, and spoke only the Houma-French language,&amp;#8221; he says. &amp;#8220;A lot of people came in and (acquired) their property through a variety of methods.&amp;#8221;&lt;/p&gt;&lt;p&gt;Many Houma people signed documents they were told were leases by the oil interests and others, but the papers turned out to be quit-claim deeds, Dardar says.&amp;#160; Later, hundreds of the documents held by the parishes mysteriously disappeared.&lt;/p&gt;&lt;p&gt;&amp;#8220;We have no tribal lands,&amp;#8221; says Laura Billiat, a member of the tribal council that represents more than half the Houma, who are concentrated in La Fourche Parish and neighboring Terrebonne Parish. &amp;#8220;The oil companies and the politicians took our lands a long time ago.&amp;#8221;&lt;/p&gt;&lt;p&gt;It is difficult for the Houma to do battle with either oil companies or the government because they are not a federally recognized tribe, though they have tribal status with the state of Louisiana. They lost a bid to gain federal status 20 years ago, in part because of opposition from other tribes. In addition, Dardar says, oil companies petitioned the Bureau of Indian Affairs against recognition of the Houma tribe.&lt;/p&gt;&lt;p&gt;Paradoxically, as commercial fishermen have had a harder time making money because of foreign competition, high fuel prices and erosion of the marsh caused by oil companies, many -- including the Houma -- have turned to the oil companies to supplement their incomes. Verdin stands in front of his 60-foot trawler, Cherish, on Grand Isle, which is idled by the suspension of fishing.&lt;/em&gt;&lt;/p&gt;&lt;p&gt;&amp;#8220;It&amp;#8217;s a tragedy what they have done here. They have made a mess of my heritage,&amp;#8221; says Tommy Verdin, who runs a large shrimp trawler.&lt;/p&gt;&lt;p&gt;But when Verdin came back to Grand Isle after Hurricane Katrina and found his home reduced to a slab and his boat badly damaged, he got his captain&amp;#8217;s license to run oil supply boats.&lt;/p&gt;&lt;p&gt;&amp;#8220;I had my back against the wall,&amp;#8221; he says.&lt;/p&gt;&lt;p&gt;Aubrey James Chaisson, 36, says his father advised him when he was growing up that he should not go into the fishing business. So the younger Chaisson piloted boats for the oil companies for a while before becoming the Grand Isle fire chief. But he says he misses the life he knew as a kid.&lt;/p&gt;&lt;p&gt;&amp;#8220;I feel I&amp;#8217;ve been robbed,&amp;#8221; says the father of four. &amp;#8220;You can&amp;#8217;t raise your kids as native Americans anymore.&amp;#8221;&lt;/p&gt;&lt;p&gt;One pocket of Houma families is famously clinging to their traditional lifestyle on tiny Isle de Jean Charles in Terrebonne Parish, but their situation is becoming increasingly dire. Where there were 100 Houma families living there prior to the recent string of hurricanes&amp;#8212;Katrina, Rita, Gustav and Ike&amp;#8212;there are now only about 20, says historian Dardar.&lt;/p&gt;&lt;p&gt;Some of the others would like to return, but they face obstacles that include the cost of replacing destroyed homes with stronger, higher structures on land that is rapidly eroding and sinking. In addition, the road to the island remains damaged and is regularly submerged during high tide. The parish government says it doesn&amp;#8217;t have the funds to repair it.&lt;/p&gt;&lt;p&gt;Add to those challenges the threat of oil.&lt;/p&gt;&lt;p&gt;&amp;#8220;The tribe is at a crossroads,&amp;#8221; says Kirk Charamie, program director for a Houma radio station who also acts as spokesman for the tribe. &amp;#8220;We are tied to the land, the resources, the fish, the crab and shrimp&amp;#8230; Not only that, but it&amp;#8217;s where our families are buried. It&amp;#8217;s our identity.&amp;#8221;&lt;/p&gt;</description>

      <title>Update: Controlled burn scheduled to begin</title>
      <description>&lt;p&gt;Date: April 28, 2010&lt;strong&gt;&lt;br /&gt;&lt;a href="http://www.micportal.com/index.php?option=com_content&amp;amp;view=article&amp;amp;id=3708:controlled-burn-scheduled-to-begin&amp;amp;catid=25:security-measures&amp;amp;Itemid=38" onclick="window.open(this.href);return false;" onkeypress="window.open(this.href);return false;"&gt;Update: Controlled burn scheduled to begin&lt;/a&gt;&lt;/strong&gt;&lt;/p&gt;&lt;p&gt;&lt;br /&gt;NEW ORLEANS &amp;#8211; The response to British Petroleum/Transocean&amp;#8217;s Deepwater Horizon incident continues as responders have scheduled a controlled, on-location burn to begin at 10 a.m. CDT today&amp;#8212;a strategy designed to minimize environmental risks by removing large quantities of oil in the Gulf of Mexico following the April 20 explosion. &amp;#160;&lt;br /&gt;&lt;br /&gt;Part of a coordinated response combining tactics deployed above water, below water, dozens of miles offshore, as well as closer to coastal areas, today&amp;#8217;s controlled burn will rapidly remove oil from the open water in an effort to protect shoreline and marine and other wildlife.&lt;br /&gt;&lt;br /&gt;Workboats will consolidate oil into a fire resistant boom approximately 500 feet long. This oil will then be towed to a more remote area, where it will be ignited and burned in a controlled manner. The plan calls for small, controlled burns of several thousand gallons of oil lasting approximately one hour each.&lt;br /&gt;&lt;br /&gt;No populated areas are expected to be affected by the controlled burn operations and there are no anticipated impacts to marine mammals and sea turtles. In order to ensure safety, the Environmental Protection Agency will continuously monitor air quality and burning will be halted if safety standards cannot be maintained.&lt;br /&gt;&lt;br /&gt;The vast majority of this slick will be both addressed through natural means and through use of chemical dispersants. Today&amp;#8217;s burn will not affect other ongoing response activities, such as on-water skimming, dispersant application, and subsurface wellhead intervention operations. Preparations are also underway in Louisiana, Mississippi, Florida and Alabama to set up a protective boom to minimize shoreline impact. &amp;#160;&lt;br /&gt;&lt;br /&gt;These efforts are happening concurrently with BP/Transocean&amp;#8217;s so far unsuccessful efforts to stop the crude that is still leaking from the well. BP is the responsible party due to the fact that they own the oil that was leaking from their well.&lt;br /&gt;&lt;br /&gt;Emphasizing the importance of continued vigilance and interagency coordination in the response to BP/Transocean&amp;#8217;s Deepwater Horizon incident in the Gulf of Mexico, Secretary of Homeland Security Janet Napolitano and Secretary of the Interior Ken Salazar yesterday announced the next steps for the investigation that is underway to determine the causes of the explosion, which left 11 workers missing, three critically injured, and an ongoing oil spill that the responsible party and federal agencies are working to contain and clean up.&lt;br /&gt;&lt;br /&gt;Assistant to the President for Energy and Climate Change Carol Browner, White House Senior Advisor Valerie Jarrett, Secretary Napolitano, U.S. Coast Guard Commandant Admiral Thad Allen, Secretary Salazar and DOI Deputy Secretary David Hayes also held meetings yesterday with British Petroleum, the responsible party in the oil spill, to discuss the response effort.&lt;br /&gt;&lt;br /&gt;A coordinated response continues by federal, state and local partners while the responsible private sector parties work to stop the flow of oil and minimize its environmental impact. Approximately 1,000 total personnel are currently deployed and have used approximately 43,000 gallons of oil dispersant so far. Approximately 260,000 gallons of oily water have been collected. Nearly 50 vessels&amp;#8212;including 16 skimming boats, four storage barges, 11 support vessels&amp;#8212;and multiple aircraft are conducting containment and cleanup operations in the area.&lt;br /&gt;&lt;br /&gt;A Web site has been established where photos, press releases and fact sheets are available at &lt;a href="http://www.deepwaterhorizonresponse.com/" rel="nofollow"&gt;www.deepwaterhorizonresponse.com&lt;/a&gt;. HUD expects to have funding awards ready late fall 2010.&lt;br /&gt;&lt;br /&gt; &amp;quot;Many of these individuals are low-income and can not afford market rates for housing.&amp;#160; For a number of Americans, these vouchers, along with Medicaid home and community-based services, are essential supports that make the President's vision for community living possible,&amp;quot; Sebelius noted.&lt;br /&gt; &amp;#160; &amp;#160; &amp;#160;&lt;br /&gt; The vouchers will augment work already being done by the &lt;span id="lw_1270744204_18"&gt;Centers for Medicare and Medicaid Services&lt;/span&gt; (CMS) through its Medicaid Money Follows the Person (MFP) grant program.&amp;#160; Originally set to expire next year, the &amp;quot;Patient Protection and Affordable Care Act of 2010&amp;quot; extended the MFP program through 2016 with an additional appropriation of over $2 billion.&amp;#160; &lt;span id="lw_1270744204_19"&gt;The Act&lt;/span&gt; also cut to three months, from the previous six months, the amount of time a person must be in an institution to qualify for help making the transition to community life.&lt;br /&gt; &amp;#160; &amp;#160; &amp;#160;&lt;br /&gt; Now in its third year, the MFP program has made it possible for almost 6,000 people to live more independent lives by providing necessary supports and services in the community.&amp;#160; Some 29 states and the District of Columbia have MFP programs.&lt;br /&gt; &amp;#160; &amp;#160; &amp;#160;&lt;br /&gt; The Year of Community Living is an outgrowth of a 1999 Supreme Court decision in Olmstead v.
